Galina called the emergency Volkov council to remove Caterina and expected Nikolai to save her.

Nikolai arrived with Daria.

Caterina arrived with Camille.

They did not enter together.

The press noticed.

Galina had arranged for that too.

Inside, the council table formed a long oval beneath the provisioning maps. Aleksandr occupied the central seat. His face had aged visibly since the wedding, not through weakness but through the accumulating knowledge that authority inside his own family had been financing an attack against it.

Adrian remained absent.

His absence was part of the theater. Galina had circulated language describing him as a compromised execution asset and Caterina as the foreign spouse whose influence had divided both brothers.

Nikolai took his designated place.

Caterina's nameplate waited three seats lower.

CO-SIGNATORY, TEMPORARY ALLIANCE.

Not wife.

Not queen.

Not subordinate.

A carefully diminished truth.

Caterina sat without moving the card.

Nikolai understood why.

Today she would not correct the room through furniture.

She would correct it through law.

Galina opened the session in Russian. Professional interpreters transmitted the authenticated English rendering to Caterina, Camille, and the Commission observer. Caterina followed enough of the original to identify where courtesy softened accusation.

Galina did not rely on softness for long.

"The alliance spouse's private cipher entered a Meridian channel," she said.

"Her counsel's credential was attached to attacks upon Volkov property.

Her undisclosed network operated beyond the knowledge of this council and the heir.

Under Article Twelve, foreign authority compromised by hostile access may be suspended pending investigation. "

A paper motion moved around the table.

REMOVE CATERINA NEROVELLI VOLKOV FROM JOINT COMMAND.

TRANSFER ALLIANCE AUTHORITY TO NIKOLAI VOLKOV DURING REVIEW.

The second line revealed the purpose.

Not merely remove Caterina.

Restore unilateral command to him.

Nikolai felt every instinct align toward veto.

He possessed heir authority to stop an emergency motion affecting foreign operations. One sentence would end the proceeding.

One sentence would also prove Galina's claim that Caterina governed only while he allowed it.

He looked across the table.

Caterina did not ask for rescue.

She did not look at him at all.

Daria placed a blank note sheet beside his hand.

No message.

A reminder that silence could be chosen rather than imposed.

Aleksandr said, "The motion has been entered. Response?"

Nikolai spoke first because procedure required it.

"The designated heir will not exercise unilateral veto."

Galina's mouth almost curved.

Several captains shifted.

Caterina lifted her eyes to him.

He continued. "The authority challenged belongs to the co-signatory. She will answer for it."

Galina leaned back. "How generous."

"No," Caterina said through the live translation channel. "How accurate."

The room turned toward her.

She opened the compact.

"Article Twelve governs foreign operational authority granted by the Volkov council. My alliance authority was not granted by this council. It was created through the Commission compact, signed by both organizations, and recognized by independent custodians."

Galina answered in English this time. "The Volkov organization may remove access to its own systems."

"Yes. Under Article Fourteen, with a defined security basis and reciprocal suspension of equivalent Nerovelli access. Your motion transfers my authority to Nikolai while retaining Volkov benefit from Nerovelli systems. That is not suspension. It is seizure."

One elder near Aleksandr lowered his eyes to the motion.

Galina said, "Your cipher was used to attack us."

"A decoy cipher was stolen from a surveillance relay installed inside Breakwater House before the marriage. The relay required both families' credentials to activate. If theft of a credential proves the holder guilty, your own provisioning seal convicted you weeks ago."

The line cut cleanly through the chamber.

Galina's expression cooled. "I submitted to review."

"So did I. You are still seated."

A quiet sound moved among the younger captains. Not laughter. Recognition with nowhere safe to go.

Caterina turned a page. "Further, your motion cites Article Twelve without its voting restriction."

Galina became still.

Daria looked toward the original Volkov rules.

Caterina continued. "A suspension proposed by an elder whose own credential family appears in the disputed evidence requires recusal and a supermajority excluding that elder's household bloc."

Aleksandr held out his hand.

Galina did not give him the motion.

One of the clerks did.

The Russian text contained the restriction exactly where Caterina said it would.

Galina's signature appeared beneath the 2019 amendment that added it.

She had written the rule after a rival elder's son was accused of leaking customs routes.

Now the same protection belonged to the woman she intended to remove.

Aleksandr read the language aloud.

Galina's household votes disappeared from the count.

The required supermajority became mathematically impossible.

The motion failed before a single ballot was cast.

Caterina closed the compact.

"I will continue cooperating with the cipher investigation," she said.

"Camille's credential remains under independent review.

My decoy network will be disclosed to the custodians under protected scope.

No Volkov council receives ownership of Nerovelli diplomatic contacts, and no husband receives a wife's authority because an elder finds equality inconvenient. "

The final sentence did not look toward Nikolai.

It did not need to.

Aleksandr struck the table once with the base of his seal.

"Motion dismissed. Joint authority remains."

Galina had lost.

She did not look defeated.

That concerned Nikolai more.

The council moved to other matters. Facility Four staffing. Provisioning audits. International client reassurance. Caterina spoke only when the compact required her authority. She did not overperform victory. She did not use Galina's failure to humiliate the council that still had to survive her.

Competence without conquest.

Nikolai watched men who had called her bride begin taking notes when she spoke.

After adjournment, the corridor emptied beneath security observation.

Caterina left with Camille toward the Commission vehicle.

Nikolai remained near the council doors while Daria gathered the original motion.

Galina approached alone.

Her black silk suit carried no sign of rain. Her silver hair remained exact. She looked toward Caterina's departing figure.

"You should have vetoed," she said.

"Why?"

"To remind her who protects the chair."

"She protected it herself."

"Yes."

Satisfaction entered Galina's voice.

Nikolai understood then that the failed motion had not been only an attempt to remove Caterina.

It had been a test of him.

Would he overrule the process?

Would he defend his wife by proving her dependent?

Would fear make him seize authority in public after preserving the right in private?

He had not.

Galina studied him as though recalculating.

"You think this is strength," she said. "Watching her learn every room can be governed without you."

Nikolai looked through the glass doors.

Caterina stood beneath the portico speaking with a Commission attorney. Rain silvered the pavement around her. No one arranged themselves above her.

"It is strength," he said.

Galina's smile was almost maternal.

"Then remember that when she discovers she no longer needs you."
