Leone Maritime Assurance controlled the claims record.

Claire and Matteo controlled the mirrored-credential reconstruction through separate repositories.

Daria controlled the Volkov council certifications.

Camille controlled the compact amendments.

No single family possessed enough of the case to rewrite it.

Power had been divided before truth was declared.

The Commission table held representatives from the Nerovelli, Volkov, Bellandi, Costa, and Leone interests, along with three neutral commissioners and outside counsel.

Alessio sat at the Nerovelli position. Sofia remained beside him with her own legal file.

Luca entered with his cane and took the chair nearest the aisle, permanent pain visible only in the care with which he lowered himself.

Elena had left the hospital between surgeries long enough to provide the medical-cargo impact statement and returned before the hearing began.

Marco sat with his left hand supported beneath the table, rehabilitation brace visible at the cuff. Francesca controlled every Leone exhibit placed before the Commission. Dante stood near Isabella, who retained the North Spur and Costa evidence under her own corporate authority.

No one had been flattened into support for Nikolai's marriage.

They arrived carrying their own power.

Caterina sat opposite Nikolai rather than beside him.

The arrangement had been chosen deliberately.

Public equality did not require constant physical unity.

It required authority that survived distance.

The first issue concerned Galina.

Daria presented the 2018 ledger proving genuine diversion during the Volkov liquidity crisis. Claire traced the later Meridian payments. Francesca explained the false condemnation system and the civilian risk created by compromised oncology biologics and insulin stock.

"The cargo cannot be declared safe merely because it was recovered," Francesca said. "Testing remains ongoing. Any lot outside validated temperature tolerance will be destroyed under independent observation, not redirected through private channels."

One commissioner asked, "Who bears the loss?"

Caterina answered. "The alliance reserve, apportioned according to authenticated responsibility. Not patients. Not hospitals. Not workers."

Galina appeared by secure video from Volkov custody.

Her injured wrist had been treated. The elder seal was gone.

She denied directing the Facility Four murders.

Maksim's recorded statement contradicted her.

She denied communicating with Black Harbor.

Rusk's registrar logs contradicted her.

She claimed every early diversion had been a temporary emergency measure authorized to preserve Volkov companies and jobs.

The ledger confirmed part of that story.

Caterina allowed the confirmation to remain.

"Galina did not invent every later mirrored credential," she said. "Meridian expanded the system beyond her direct authorization. That fact does not erase the genuine fraud she began, the murders she ordered, or her cooperation once exposure became likely."

Nikolai watched the commissioners register the distinction.

A weaker case would have made Galina responsible for everything.

A stronger case stated precisely what belonged to her.

The Volkov council judgment followed.

Permanent removal from authority.

Asset seizure subject to legitimate dependent protections.

Lifetime confinement under council and Commission oversight.

No execution.

Galina looked at Nikolai through the screen. "Your wife wrote my sentence."

Nikolai answered, "The evidence wrote it. Caterina ensured we read it correctly."

The screen went dark.

Maksim remained alive in a separate secure facility under independent interrogation.

Rusk remained alive in Black Harbor custody with counsel and a preserved evidence chain.

His testimony established that he received instructions through a credential channel connected to an unidentified Nerovelli insider.

He had never seen the person.

He had never heard an unaltered voice.

He knew payment sequences, dead-drop procedures, and authorization classes.

Not identity.

The Commission acknowledged the unresolved betrayal without pretending capture of a proxy had ended it.

Then the hearing moved to the alliance.

A commissioner read the proposed recognition language.

"Caterina Nerovelli Volkov shall exercise authority derived from her marriage to designated Volkov heir Nikolai Aleksandrovich Volkov--"

"No," Nikolai said.

The word interrupted the room.

Caterina looked at him across the table.

The commissioner frowned. "The language recognizes her marital standing."

"It diminishes her independent standing."

"The authority exists because the compact exists."

"The compact exists because she designed it."

Nikolai placed the original counterproposal before the Commission.

Equal signatory status.

Joint veto.

Independent property.

No surveillance.

No reproductive obligation.

No unilateral protection authority.

"Caterina's authority does not descend from me," he said. "She entered the compact with authority already recognized by the Nerovelli family, her professional network, and the Commission's own negotiation process. Marriage joined our command. It did not create hers."

One Volkov captain shifted uncomfortably.

Nikolai looked directly at him.

"Any recognition suggesting otherwise is false."

Caterina's face remained composed.

Her eyes did not.

The commissioner revised the language.

Caterina Nerovelli Volkov, architect and equal co-ruler of the Nerovelli-Volkov accord.

Nikolai approved.

Caterina approved.

The final vote recognized the joint port-inspection authority, independent evidence review, shared medical-cargo safeguards, and equal command structure.

No captain dissented.

After the session, the room emptied slowly.

Alessio approached Caterina first.

"You preserved refusal all the way through," he said.

"It was mine to preserve."

"Yes."

The Don kissed her forehead with the care of an older brother who understood that love did not grant jurisdiction.

Sofia embraced her next.

Luca inclined his head toward Nikolai. "You learned slowly."

Nikolai looked at the cane, the permanent cost beneath Luca's humor, and accepted the judgment.

"I learned."

"Keep doing it."

When the families left, Nikolai remained beside the Commission table.

Caterina gathered the final copies from her position across from him.

He watched her place each document into the correct custody folder.

Precision after victory.

No belief that danger excused disorder.

"Tomorrow," he said.

She looked up. "What happens tomorrow?"

"Meet me here at noon."

"An order?"

"A request."

"Agenda?"

"One document. Two seals. No Commission."

Caterina studied him for a moment.

Then she closed the final folder.

"I will consider the invitation."

Nikolai's mouth almost curved.

"You will attend."

"That sounded dangerously like confidence."

"It was hope expressed badly."

Her smile arrived fully enough to alter the room.

"Then I will attend to improve the language."
