19. Building The Case #2
"He samples."
A laugh slips out of me.
For a moment, I'm back in El Paso, surrounded by voices and food and the constant noise of people who know every version of me.
Then the weight returns.
"But what I'm doing here matters," I say. "For everyone like us. Everyone on the border. Everyone who's been told they don't count because they don't have money, power, or the right last name."
Her answer comes without hesitation.
"Then you stay."
I close my eyes.
"You stay," she repeats, stronger now. "And you fight."
"Mamá..."
"They tried to use your work against you. They tried to make compassion look like a crime."
My throat tightens.
"You do not let them win."
"I won't."
"And you call me every Sunday."
I laugh softly.
"Every Sunday."
"Before dinner."
"What time?"
"The same time you always call."
"I don't always call."
"Exactly."
I lean my forearms against the railing.
"I love you."
"I love you too, mija. Your papá says to tell you he's proud."
"He could tell me himself."
"He is standing beside me pretending he is not listening."
A muffled protest reaches me through the phone.
I smile toward the water.
"Tell him I'm proud of him too."
"For what?"
"For raising a daughter stubborn enough to stay."
Mamá laughs.
"Most of that came from me."
"That's what Papá says."
Another protest follows, louder this time.
When the call ends, I remain on the balcony for another minute with the phone still in my hand.
Home no longer feels like something I'm abandoning.
It feels like the reason I'm staying.
MacLeod's Baby Bump Hotel Conference Room, Sausalito. 1015 hours.
The conference room is quiet when I return.
Shane has already cleared most of the working files from the table, leaving only the completed Westbrook dossier in front of me.
The thick binder represents every risk taken, every encrypted call, and every piece of evidence gathered by people determined to expose the truth.
It's taken more courage than any courtroom will ever see.
I carry it to the evidence wall. The space reserved for the first Legacy family has been waiting since we arrived.
I pin the dossier beneath the photograph of the Westbrook family.
For a moment, I simply stand there. The names no longer feel untouchable. The evidence no longer feels incomplete.
The case is ready.
Not for court tomorrow. There are still procedures to follow, witnesses to protect, agencies to coordinate, and eleven more families to expose.
But it's ready enough that I can finally see the path ahead.
Shane joins me, slipping his hands into his pockets as he studies the wall.
"You know what this is?"
I glance at him.
"The first prosecution-ready Legacy case."
He nods.
"The first one."
His gaze travels across the photographs, financial charts, and evidence chains stretching around the room.
"They spent decades convincing themselves no one could ever put all of this together."
"They underestimated a lot of people."
"They underestimated all of us."
A quiet smile finds my lips.
Victor. Steve and Janice. Verity and Shane. Felicity and Grayson. Faith and Crew. Angus. Gabriel.
Rafael. Even his cartel contacts.
Every person who risked something to add another piece to the puzzle.
No single one of us could have built this. Together, we did.
I look back at the Westbrook dossier.
"This is how empires fall."
Shane follows my gaze.
"One case at a time."
We leave the conference room together, switching off the lights behind us.
The evidence remains on the wall, waiting.
Rafael meets me in the hallway, and we head upstairs to our suite together. The door closes behind us, locking out the rest of the world.
"The case for prosecution is ready."
Rafael smiles, a warm, unhurried expression that reaches his eyes.
"That calls for a celebration."
"What kind of celebration?"
"The kind where I celebrate you," he says softly, closing the distance between us. "With love."
The frantic, desperate edge that defined our first weeks together is gone, replaced by a deep, immovable certainty. He cups my face in his hands, his thumbs brushing over my cheekbones before his mouth meets mine. The kiss is deep and lingering, filled with everything we've built together.
His hands slide down my back and up beneath my skirt, hooking into the waist of my lace underwear and drawing them down my legs.
I step out of them as he settles onto the leather sofa.
I lean over him, unzipping the fly of his trousers to free his heavy length, my fingers tracing the hard ridge of him.
He taps his thigh, his gaze never leaving mine.
"Ven aquí, querida."
I step over his lap, lowering myself onto him. He guides me down until he fills me completely. A shudder runs through me at the sheer size and warmth of him. My hands grip his shoulders as I settle against him.
He reaches beneath my shirt, gathering the fabric and lifting it over my head. With two quick movements, he unclasps my bra, freeing my breasts. His hands cup their weight, his thumbs brushing my hardened nipples before he bends to take one into his mouth.
The contrast of his warm tongue against my sensitive skin while his fingers tease the other sends a sharp, sweet jolt through me.
I gasp, throwing my head back as a low sound catches in my throat.
Rafael takes control of our rhythm, his hands firm on my hips. He lifts me and guides me back down in slow, rolling movements, rocking me against him. The leather creaks beneath us, matching the uneven sound of our breathing.
I lean forward, pressing my lips to his jaw, feeling the rough scrape of his stubble as he kisses a path along my collarbone. His grip tightens on my hips, holding me close as he moves with deep, steady purpose.
Every movement builds the pressure inside me, tight and insistent, coiling low in my belly until it becomes impossible to resist.
"Rafael," I breathe, my fingers tangling in his hair.
He surges upward, holding me close as pleasure tears through me in wave after wave. Hearing my cry, he groans against my neck, his body tensing with mine as we reach our release together.
In the quiet hour that follows, wrapped in a blanket on the sofa, conversation flows effortlessly between us. We talk about the options for my legal practice once the dust settles, and how we'll make a life that spans both sides of the border.
For the first time, we aren't just surviving the day. We're planning the years ahead.
Rafael brushes a kiss against my forehead.
"Te quiero para siempre," he whispers.
I smile against his shoulder.
This morning I built a case with Shane that could change history.
Tonight I built something just as important with Rafael.
A future worth surviving for.
We used to make love like the world was ending.

And suddenly, forever felt like a promise we might actually get to keep.
