CHAPTER 31

Nikolai had spent twenty-three years learning how to recognize a weapon carrying a familiar name.

Camille DeLuca's credential was more difficult because it carried Caterina's trust with it.

Saturday morning entered Breakwater House beneath a low white sky. The harbor beyond the eastern windows looked sealed under winter light. Inside the joint evidence room, four independent systems displayed the same transmission path from Camille's legal terminal to a Meridian relay.

Same time.

Same route.

Same credential family.

The agreement among systems made Nikolai distrust them more.

Claire Donovan stood beside the neutral acquisition station with her auburn hair pinned back and fatigue sharpening her expression.

Matteo occupied the opposite table, wire-rim glasses low on his nose.

Camille sat between them with Miriam Vale, the outside attorney Caterina had brought into the review because no family should control the defense of the person being examined.

Caterina had insisted on that structure before leaving the room.

She had not asked Nikolai to stay away.

She had asked him to enter under the same terms as everyone else.

The distinction should have reassured him.

It did not.

"The visible transmission is authentic," Claire said. "That means the system recorded it. It does not establish that Ms. DeLuca initiated it."

Camille folded her hands. "My legal terminal was sealed in the northern office from three twelve until five forty-six. The physical room log proves that."

Matteo looked at the acquisition image. "The transmission originated through the terminal's credential service, not necessarily the terminal itself."

"Can the service be reached remotely?" Nikolai asked.

"Not through any approved pathway," Camille said.

"Approved pathways have performed poorly this month."

Her gaze met his. "So have assumptions made by frightened men."

No apology accompanied the sentence.

Nikolai preferred it that way.

Caterina had ended the surveillance he ordered five minutes after receiving the evidence. She had not demanded Camille be cleared. She had demanded the suspicion enter a structure both spouses could see.

That was the compact working.

The fact that Nikolai had needed correction made the success feel less honorable.

Claire enlarged the credential certificate. "This is a historical token family from Ms. DeLuca's work on the 2024 Baltic terminal negotiations. It should have been retired after the engagement."

"It was," Camille said. "I signed the retirement receipt. Caterina witnessed it."

Matteo turned a page. "The retirement appears in the legal archive. The central diplomatic registry continued recognizing the certificate for read-only validation."

"Read-only," Nikolai repeated.

"According to the registry," Claire said.

"According to the institution that allowed it to transmit an attack route."

"That is why we are here rather than accepting its description of itself."

The correction belonged to Claire, but Nikolai heard Caterina in it.

He looked toward the closed glass door.

His wife had gone upstairs to speak with Alessio and Sofia about the public consequences of the Dock Nine sabotage. She had told Nikolai where she would be, who would attend, and what authority she intended to exercise.

Full disclosure.

No invitation required.

He had responded with the same.

Almost.

The envelope inside his coat remained unmentioned.

Daria had delivered it at seven fifteen that morning through an external courier. It contained a separate fragment recovered from Facility Four's destroyed command cache. The fragment did not involve Camille.

It involved Adrian.

Nikolai had read it once in the eastern stairwell, then placed it beneath his coat as if proximity could prevent consequence.

He had not told Caterina because the code might be mirrored.

He had not told Adrian because a denial would alter his behavior before verification.

He had not told anyone because fear had already taught him how quickly disclosure became a route.

Camille looked toward him. "There is something else."

Nikolai's attention sharpened. "Why do you believe that?"

"Because you have asked every relevant question except whether another protected credential appears in the same attack family."

Matteo's pen stopped.

Claire looked at Nikolai without surprise.

People who lived around evidence recognized omission by its shape.

Nikolai removed the envelope.

He placed it on the table.

"This arrived after the joint review began," he said.

The sentence was accurate.

Camille's expression hardened anyway. "Did Caterina receive a copy?"

"Not yet."

"Then you have learned nothing since yesterday."

Nikolai broke the seal rather than answer.

Inside lay three paper sheets and a read-only memory card. The first showed the Facility Four attack order. The second isolated the command sequence beneath the cooling override. The third translated the sequence into Volkov operational language.

ADRIAN CLASS NINE TERMINATION AUTHORITY.

Miriam read it and went still.

Matteo did not. "What does Class Nine permit?"

"Removal of an internal threat under conditions that prohibit ordinary arrest," Nikolai said.

Camille's voice became quieter. "Removal as confinement?"

"Removal as death."

No one looked toward the door.

That made the silence worse.

Adrian was not in Breakwater House. He had left before dawn to trace Maksim's paper-instruction chain. His location was known only through a check-in protocol that disclosed survival without disclosing route.

Nikolai had approved the method.

Now an attack order carried the code reserved for his brother's killings.

Claire inserted the memory card into the isolated reader. "The code is valid within the recovered command image."

"Meaning?" Miriam asked.

"Meaning someone did not merely type Adrian's designation onto a page. The facility accepted the sequence as authority."

Matteo looked at Nikolai. "Who can issue it?"

"Aleksandr. The designated heir. Two elders acting jointly during incapacitation. Adrian himself under an active target warrant."

"Did you issue it?"

"No."

"Your father?"

"Daria is obtaining an independent statement."

"Elders?"

Nikolai thought of Galina's provisioning seal appearing genuine and mirrored at once.

"That remains under review."

Claire studied the code family. "The execution sequence entered through a continuity layer added after the original Class Nine system was built."

Nikolai moved beside her.

The lower metadata carried a protocol reference he had not seen in years.

VOLKOV DYNASTIC CONTINUITY - TREATY SPOUSE COMPROMISE.

The phrase changed the temperature of the room.

"Open it," Nikolai said.

Claire did not touch the command. "Under whose authority?"

"Joint alliance review."

"Does the spouse named in the protocol possess notice rights?"

Nikolai looked at her.

Claire waited.

The answer was obvious.

"Yes," he said.

"Then Caterina must be present."

Every second of delay became more visible.

Nikolai opened the secure channel.

Caterina answered on the first vibration. "Yes."

"Return to the evidence room."

A pause.

Not resistance. Assessment of his voice.

"What changed?"

He could tell her now.

He should.

Instead he looked at the protocol reference and heard the old command beneath it.

Protect the route before the enemy knows you found it.

"A second credential appeared," he said. "We need you here."

"Whose?"

"Adrian's."

Silence entered the line.

"I am coming," she said.

The call ended.

Camille closed her eyes briefly.

Matteo removed his glasses. "You nearly did it again."

Nikolai met his gaze. "I disclosed the evidence."

"After the room identified the omission."

"I required verification."

"So did Caterina yesterday. She did not require ignorance."

The door opened before Nikolai answered.

Caterina entered with Sofia beside her. She wore a charcoal suit and no coat. Her expression moved first to Camille, then to the open envelope, then to Nikolai.

"Show me," she said.

Claire explained the attack code and opened the protocol reference under Caterina's witnessed authority.

The archived document appeared line by line.

It had been drafted in 2011, revised in 2018, and reactivated three days before the wedding.

The original language permitted Adrian to terminate a treaty spouse judged to have exposed Volkov routes to a hostile organization.

A revision entered on December twentieth removed immediate termination.

It replaced death with extraction, secured confinement, and suspension of treaty authority pending review.

The revision carried Nikolai's credential.

Caterina read it without moving.

Nikolai felt the entire room understand before she reached the signature block.

He had not created the original protocol.

He had changed it.

He had left it alive.

Caterina looked at him.

"You revised this before our wedding."

"Yes."

"And did not disclose it."

"I intended to eliminate the execution authority."

"You preserved the power to remove and confine me."

"Only if evidence established compromise."

"Whose evidence?"

The question did not rise.

It did not need to.

Nikolai looked at the document that had entered the room as proof of Adrian's possible betrayal and become proof of his own.

At the bottom, the activation history showed who had reopened the archive three days before the wedding.

GALINA VOLKOV - PROVISIONING COUNCIL ELDER AUTHORITY.

Caterina read the name.

Then she looked again at Nikolai's revision.

Galina had found the weapon.

Nikolai had sharpened it and called the act mercy.
