The room is cold, the arrow slits open to the night air, and tallow smoke hangs in a low haze above the maps.

Soren at Warwick: two supply shipments intercepted on the road.

His handwriting is controlled, but the brevity tells me his patience is running short.
Emric at Ludlow: movement along the Welsh borders. Scouts are reporting campfires where there shouldn't be campfires, and the people tending them aren't Welsh settlers. They're organized. Armed. They move in patterns that suggest training, and they vanish before his wolves can close distance.
Cael at Bamburgh: nothing. Cael's reports are always short, but this one is barely a sentence. Coast quiet. Something wrong with the quiet. Cael's instincts are better than most men's intelligence networks. If he says the quiet feels wrong, I believe him.
I lay the three messages side by side and look at them the way I look at terrain before choosing where to fight.
"The supply route issue is Soren's to manage," Thane says from across the table. "He won't ask for support."
"He won't ask. He'll need it." I tap Emric's message.
"These aren't three separate problems. Someone with resources is testing our borders simultaneously.
Intercepting supply routes requires inside information.
The Welsh border activity requires organization.
Cael's silence requires patience. Whoever is behind this has all three. "
The room absorbs that. Thane's jaw tightens a fraction. The other wolves exchange a glance that tells me they were hoping I'd read it differently.
I don't.
"Double the supply escort. Send word to Soren that we'll reroute through our territory until his roads are secure. And get a raven to Emric telling him I want descriptions of the armed groups. Everything his scouts can provide."
Thane nods. "And Cael?"
"Cael will handle Cael."
One of the senior wolves, Cedric, clears his throat. "There's also Dover." He slides a folded strip of parchment across the table. A report from the wolves we left stationed outside the settlement after the treaty.
"The council is holding. Godwin has the elders in line. But there's a faction forming outside the council structure. Younger men. Hunters, a few former garrison soldiers. They're not making threats. They're making noise, which is the step before threats."
"Names?"
"No names yet. They're careful. But they've been talking loudly enough that our wolves at the southern perimeter have heard it."
Discontent at Dover was inevitable. I accounted for it before the treaty was signed.
Some men will accept the terms because survival outweighs pride.
Others will accept them until their daughters are the next ones chosen.
The treaty's cost is abstract until it's personal, and the faction forming outside Godwin's council is made of men for whom the cost just became personal.
I file the report alongside the other three. Four territories. Four pressure points. The coincidence of timing nags at something I can't quite name.
The routine problems come after. Disputes over patrol assignments.
A request from the kitchen staff for additional grain storage.
The outer wall repair that's been stalled for weeks because no one in the pack has the skill to do it properly, and the humans we've brought in for labor keep disappearing back to their settlements.
The ordinary machinery of running a fortress and a territory and an accord that holds four packs together through my will.
My attention drifts. I cover it. I'm still answering questions, still making decisions, still running my pack with the precision I've maintained for eight years.
But underneath every calculation there's a frequency I can't turn off.
