A BILL

To authorise the Secretary of the Department of Homeland Security, acting through the Federal Protective Service, to create a new national database of all Persons of Magical Potential (‘Witches’) by means of a nationwide assessment program of all known and suspected PMPs.

This Act may be cited as the ‘Witchcraft Registration Act’.

(a) in general the Secretary shall act:

to ensure the creation and maintenance of a complete record of all Persons of Magical Potential residing in the United States for any period longer than 3 months.

to identify any Person of Magical Potential (‘PMP’, ‘witch’) whose status is currently unknown.

This includes mandatory testing of all first-degree descendants of known witches, whether or not they have been assessed (‘Determined’) by the magical authorities known as ‘The Moot’ and found to be without ability.

to thereby ensure the security of the United States of America and its Citizens from illicit acts (‘witchcrime’) perpetrated by magical individuals.

(b) ‘a database’ shall contain:

personal biographical detail including but not limited to age, sex, addresses of usual and casual residence, electronic means of contact (such as telephone number, email), social media platforms, known health conditions.

photographic ID, to be captured at point of registration.

biometric data, including fingerprints, facial scans, iris capture and voice recognition.

DNA sampling.

(c) ‘a nationwide assessment program’ shall:

be initiated immediately.

notify those invited for assessment that refusal to comply is an arrestable offense.

operate across authorised locations including but not limited to state and federal policing facilities, hospitals, and designated private partners such as clinics and universities.

make samples gathered during registration available to federal and to Department-approved partners for further research, to improve understanding of the origin, function and extent of magical potential (‘witchcraft’).

where appropriate, invite a cross-section of those tested to participate in such research.
