The restored seals hung above names the restored government could not locate.
Evelyn Shaw's archive occupied the platform.
Each succession page carried an index, a statement of custody, and space for adverse evidence.
The sequence ran from failed national offices through emergency appointments, surviving councils, and later transfers into the Continuity Union and National Recovery Zone.
In the yard, families tied missing-person sheets to a wooden rail.
Daniel had seen thinner records acquire force. He had also signed authentic orders that living people never consented to.
His permit admitted him as an opposition records witness.
No old title appeared beside his name. At the inner door, one clerk logged his cane and brace as medical aids while another counted the cases in his satchel.
Daniel asked that the door remain unlatched.
Enclosed guarded rooms had unsettled his breathing since the removal inquiry.
The accommodation entered the record without becoming power over anyone else.
Travel under his kidney and rest limits had taken two days. The knee had swollen against its straps. Phantom fingers burned along the hand resting on the table. He turned the witness chair until his right ear faced Shaw and read in intervals his body could sustain.
Shaw presented the breaks openly. One succession transfer survived only in witnessed copies after an original was damaged.
Several offices had disappeared between signatures.
Some districts had supplied new accession votes, while other communities denied that a remnant could bind them at all.
Her lawyers argued that continuity survived through lawful fragments and could restore ordinary rights while civilian courts tested the gaps.
The terms mattered outside theory. Acceding communities could elect local councils on a published schedule, retain limited administration, challenge property and custody decisions, and appeal through named reviewers. They owed tax, labor, defense service, and a public oath recognizing Frankfort.
Seed issues crossed the claims yard in measured lots. Field radios worked on a regular schedule. Repair benches displayed standardized parts. Material capacity stood beside the archive and made the legal argument heavier.
Celia examined three broken links and two corroborated ones. Some seals matched copies kept elsewhere. Some meeting minutes overlapped independent registers. Other transitions depended on legal theories that could fail in an honest court.
"Is the chain authentic?" Daniel asked.
"Several pages almost certainly are. The whole claim deserves review."
"That is not an answer."
"It is the answer evidence permits. Genuine paper does not complete a disputed succession. Even a valid succession does not answer whether present people consent."
Hadi received a separate sleeve. Inside lay the recovered Pacific warning fragment Voss had announced.
It contained part of a coordinate string, a sensor reference, and damaged timing marks.
The format could fit a Chinese strategic warning.
The surviving path from a dead Pacific officer to Voss's table did not establish origin, sender, or date.
Shaw described the item as evidence that a national remnant had retained contact with foreign events. Voss's program called it proof of Chinese responsibility.
Hadi wrote three lines on the public card: technical form plausible; custody incomplete; attribution unresolved.
Daniel asked whether Shaw's choice of reviewers invalidated the examination.
"It creates dependence we must name," Hadi said. "It does not make every measurement false."
The first community delegation approached the oath table.
A woman in the yard lifted her brother's name.
Another family raised three work numbers.
Sheets rose all along the rail: detainees, road crews, apprentices, guards, and transport workers who had stopped sending messages.
The claimants shared no single accusation.
They faced a government asking obedience before it could say where their relatives had gone.
The ceremony clerk directed them to petition after the oath.
No one lowered a name.
Shaw stopped the reading. She opened a second intake table under public witness and required a receipt for every claim that day. The custody office had to give a status or identify the rule preventing one. Current locations and active risks could remain protected. Appeals would use Zone procedure.
The response produced actual information. One service record appeared under a misspelling. Another name matched an old detention number and nothing current. Several families received review pending, a narrower official uncertainty than silence and no nearer to the person.
A council delegate asked whether joining the Zone would move its residents ahead in the search.
Shaw answered that accession would connect local rolls to the central index but would not change the priority of an existing family claim.
Daniel required the distinction written into the oath packet.
A better search path was a material benefit of joining; preferential truth would be coercion.
One claimant asked what remedy existed if a clerk favored an oath household anyway.
Shaw named the adverse reviewer and appeal period.
Emma's observer entered that both had been appointed by the government whose incentives were in dispute.
Another family found a transport assignment but no proof the worker had arrived. The desk changed present in service to transfer recorded, current status unknown. The correction weakened National Recovery's own count before the ceremony continued.
Emma's opposition statement arrived by relay. No oath could waive a missing-person claim. Local elections should precede permanent duties.
Shaw accepted the first condition. She rejected election before provisional accession because rolls, districts, and administrators had to be recognized before votes could occur. Emma answered that provisional power would decide all three.
Neither side could remove the other's practical point.
Voss waited until the ceremony resumed before presenting the fragment himself. He linked it to a deceased Pacific officer and to terminology later associated with Chinese warning systems. The region, he said, faced not only domestic disorder but an unfinished foreign enemy.
Noah's message followed. The fragment confirmed warnings that leaders had diluted before the EMP, he wrote. Continued hesitation now protected the attacker.
Hadi laid the item beside comparison guides, independent references to the officer, and every custody statement National Recovery had released.
Part of the technical language matched a pre-collapse usage.
The officer's Pacific work had independent support.
Nothing authenticated a sender, an attack order, or a launch record.
The fragment might preserve warning, expectation, intelligence collection, later assembly, or deliberate manipulation.
"Is China plausible?" Voss asked.
"So are a collector repeating Chinese material, a nonstate actor, a forged attribution, and several incomplete explanations," Hadi said. "Plausibility belongs on a different line from proof."
"Does it show foreknowledge?"
"If the surviving words and timing remain together as claimed, someone expected an event. The record does not establish who, why, or who caused what followed."
His final label named the supported format, incomplete chain, uncertain date, possible warning meaning, and no established attacker.
Daniel asked whether this rehabilitated the Boreal file.
Hadi kept the two paths apart. Boreal had combined real material with raised confidence, edited summaries, and coached testimony.
This fragment used a different claimed chain and did not repeat the coached passage.
A separate genuine item could neither inherit Boreal's corruption nor cleanse it.
Voss requested the phrase compatible with a Chinese strategic warning.
Hadi agreed only if the same printed sentence denied any established author, sender, state direction, or attacker.
Shaw ordered both clauses attached to all official summaries.
Voss entered an objection. Hadi required the full original label remain available whenever relays shortened it.
Daniel felt the attraction of a named enemy. A fragment whose limits were visible deserved more respect than a fabricated certainty. Respect was not authority to retaliate.
Celia watched Shaw preserve Hadi's boundary against her own marshal's claim. "That is an act of government," she said.
"So is keeping troops on a road after permission ends."
"I am not confusing them."
At the challenge table, two communities requested complete copies of the election terms, appeal rules, labor duties, and succession chain. They would vote before swearing. Shaw accepted a public distribution timetable.
Daniel returned to the recovered seals. If lawful continuity survived, it might place his emergency years under an older roof. His removal could become a regional rupture repaired by national restoration. The desire made every corroborated page feel warmer than it should.
Families still held their names at the rail. An authentic government could preserve rights and conceal people in the same morning.
Hadi signed the public card. In the field asking who attacked, he wrote not established.
He left the rest of the line empty.
